Transformations and challenges in the conservation of urban heritage: an approach to the monumental zone of Chiclayo, Peru

Abstract

Historic centers of foundational cities around the world preserve significant heritage value despite facing continuous deterioration and abandonment. This article examines the impact of the new boundary delimitation of the monumental zone of Chiclayo, northern Peru, on the conservation of built heritage and local urban planning instruments, in accordance with the regulations of the Ministry of Culture. Using a qualitative historical methodology based on documentary analysis and archival research, the study evaluated the catalog of heritage units. The data were updated through scheduled field surveys, taking into account the original urban layout characterized by colonial buildings. In addition, detailed plans were produced to illustrate the research findings. The results reveal that only 12% of the traditional cobblestone streets remain within the monumental zone, while 88% have been altered. These findings point to the need for a new delimitation of monumental urban areas, aligned with the principles of the UNESCO Historic Urban Landscape approach. The study highlights the importance of an integrated conservation strategy, emphasizing effective policies to prevent deterioration, promote the revitalization of historic urban spaces, and ensure their preservation for future generations.
